  No. If you putrchase a domain vis a domain mapping upgrade then you get only what you pay for and nothing else. Please read > http://en.support.wordpress.com/domain-mapping/#important-notes-before-upgrading

  There is no FTP access to free hosted WordPress.com blogs. We cannot install plugins or third party themes. There are no upgrades you can purchase that provide FTP access.
