ftp account creation

I have root access to a VM machine that is running Ubuntu, and part of the basic package is the ProFtpd server. The machine hosts several different websites, and for the most part I use Webmin to handle any of the things I need to do. I am not a strong Linux type person. There is no cPanel program.
I recently added a new “website” to the machine, which has a wordpress installation on it. The install was essentially done manually, by using WinSCP to upload the files and run the install. I ran into several install issues which seemed to be related to file and folder permissions, which I think I have sorted out. It would be nice to know exactly what the file and folder permissions should be, and should I create a new user account for that “site” and put the user into the www-data group?
Anyway, with that aside, I can’t get any updates to install, because there isn’t an FTP account. This currently, is my main issue. While ProFtpd is there, I have never configured it for users, nor for any form of a “virtual” portal specific to one of the websites installed.
Can someone offer a guide or specific instructions on exactly how to do this? I don’t want to make the entire server open, I just need an ftp account specific to this one particular web server on the VM machine. If you know how to do it in webmin, that would be great. I’m guessing that I need to have ProFtpd make a separate instance of the ftp server for that specific website but… I am so lost in all of this.
