FTP allowed in free WordPress hosted Site?

Hey guys I have my site hosted and for my class project I need to add a custom footer to my site. The only way I can do this is by using FTP to go in and change the code of the theme page. I am not hosing the site, it is hosted by wordpress for free so I am wondering is there any way for me to FTP into a wordpress hosted free blog site? Thanks ahead.

There is no FTP access and we bloggers cannot install any plugins into WordPress.com blogs.

May I remove credit links such as ‘Blog at WordPress.com’, theme, font, or toolbar links?
All WordPress.com bloggers are required to maintain the credit links, even our VIP bloggers. Please do not hide the footer credits or the toolbar with CSS after purchasing a Custom Design upgrade.

Long story short if your purchase an annually renewable custom design upgrade you can place your text into a text widget and use position absolute to position it in the footer, along with the credit links you are not allowed to remove.
