FTP for design

We need to customize our blog to match our main site – nectarsunglasses.com – Our design guru says he needs FTP access to our wordpress blog. How can he change our current theme design without it???
We have paid for the premium service and need to have this up and running.
The blog I need help with is: (visible only to logged in users)

The only themes we can use on WordPress.com blogs like your blog are licensed and adapted to run on our multiuser software the themes are found here http://wordpress.com/themes/
There is no FTP access to free hosted WordPress.com blogs for security reasons and we cannot:
upload any third party themes,
create child themes,
create our own themes,
edit templates,
create own own layouts,
or use stylesheets from other themes.Relevant support docs:

WordPress.org offers free software that you can install on a web server. You can create themes, upload and install themes and plugins, run ads, and edit the database, etc. If you want FTP access and to install plugins or third party themes into a site then you will have to hire a web host http://wordpress.org/hosting/ and set up your own WordPress.org install.

Thank you for the reply – but we used a theme from that link…now we just need to customize it more. How can we do that? We can’t customize a theme!?

We can’t customize a theme!?
CSS editing customization is limited. Custom Design allows you to edit fonts, colors, and CSS only. You can change the appearance of a theme, but not its HTML markup or PHP code.
