  Does someone know if there is a FTP login for the wordpress accounts. I am having someone help me with the customization of my blog since I have no idea how to work with CSS and he asked for that. I’m not sure where to find that or who to call.

  The blog I need help with is: (visible only to logged in users)

  There is no FTP access at wordpress.COM.

  To customize themes here using CSS, you have to have the paid CSS upgrade and the customization has to be done through the dashboard at appearance > edit CSS.

  Does it (Upgrades) allow to change whole design of a blog?

  For example, now there is just one CSS edit page. Could be it more than one page (for example, header, footer, comments) after the Upgrade be purchased?

  No; there is always only one CSS edit page. You have to know how to read the code and make appropriate adaptations in the code.
