Gaining access to useful plug-ins

    We are a non-profit currently using the Free WordPress.com site with a free theme.
    There are some plug-ins (and widgets) we wish to use (e.g. forms).
    Can I gain access to these plug-ins and other features by using a paid custom theme on the free plan? It’s not clear what I need to pay for in order to access the higher functionality of the various plug-ins.

    The blog I need help with is: (visible only to logged in users)

    Themes does not support any forms. Forms are usually installed through plugins. WordPress.com does not support any plugins.
    Plugins are supported by wordpress.org which is self hosted website platform.
