Garbage appearing at the end of posts

I.e the toolbar is in the re-editing window for a Comment, but not the initial posting window.

There’s no point asking me for CSS advice: I don’t know anything about it. Always assume you’re on your own with the CSS upgrade.

WordPress is constantly and contiually growing and changing. If it did not, we would not have sharing icons to display below our posts, or threaded comments, or custom menus, or etc.
Most theme changes are in the back end and are to make themes work properly with the latest version of wordpress, or to support new features and you never really notice them. Some changes are visible.
Having a line that says, “Your email address will not be published. Required fields are marked * is a good idea as not all people know that their email addresses will not be shown when they make a comment.
Having the code that is allowed in comments is also a good thing in my opinion since it lets people know what code they can use.
As far as making text in a comment bold or italic, you put the HTML tags in when you write the comment.

<strong>bold</strong>That is why having the allowable code displayed with the comment form is important.

I know basic html. I just wanted to get rid of clutter – and you helped on the first bit.
Seems there’s more now, and I’ll wait for things to settle down before removing that too so we’re not chasing a moving target.
Required fields are marked * does not make sense, as there is only one field — the Comment box.
