If you had typed “garland” into the forum searchbox these two relevent threads would have come up for you: It is a known problem and as of yet we have not gotten any word from staff on when it will be fixed. The themes on wordpress.com are modified to run on the software here and what you are talking about is the version that runs on the self-hosted version of the wordpress software from wordpress.org, which is different.

FWIW the color customizer on Garland is working fine on my test blog. That means you need staff help. Support hours are 9-5 PM Pacific time and here’s the link http://wordpress.com/contact-support/

My test blog is a private blog but I assure you that I changed it from the blue color scheme to an orange one without difficulty. I’m using both IE& and Firefox 2.0.0.9

The Cookie Dance
step 1. log out
step 2. clear your browser cookie
step 3. clear your browser cache/temporary internet files
step 4. close your browser
step 5. go back and test
