garland theme not displaying right

I’m using Garland theme and something has changed and now my blog isn’t displaying right at all anymore. My left and right columns are all the way on the bottom beneath the center column. This was working fine just a few days ago.
I tried IE compatability mode, but that didn’t fix it.
I tried clearing my cache and cookies and that didn’t fix it.
I viewed it on another computer and it was the same problem.

Apparently turning off “quirks mode” in the developer tools allows it to display properly, but I’ve never had to do this before. gloabl-print.css appears to be the culprit.

This is most often caused by an open HTML tag in one of your posts.
Go to settings > writing and select “WordPress should correct invalidly nested XHTML automatically” and then click “save changes.”
Now, starting with your latest post, open it in the editor, make one minor change such as adding and then deleting a space, and then click “update post.” Check your blog and if it is back to normal, you are golden. If not, open the next post and do the same thing till it goes back to normal.

No, this isn’t the problem (unclosed tags).
I created this post a few days ago and it displayed just fine when I created it.
I haven’t made any new posts, nor have I edited any posts in the meantime and now it doesn’t display properly anymore.
I haven’t changed anything on my site, therefore I conclude that something changed on wordpress.com. I didn’t change any theme settings, but suddently my blog picked up some “scroll infinitely” setting that I never had before.
Since the theming error is putting my left sidebar and right sidebar at the bottom of the page, I can never get to them when “scroll infinitely” is turned on, because they keep scrolling off the screen every time I try to get to them. This prevents me from even being able to login through the sidebar.
I navigated directly to the wp-admin URL and turned this off.
This is how I know that WordPress.com did something to my blog that wasn’t there before and it’s why I suspect that they did something that now prevents the Garland theme from working properly.
Once infinite scrolling is turned off, both the left and right sidebar content appear on the left at the bottom of the page after the main content.

Summary: doesn’t display correctly in IE8 when “quirks mode” is turned on (the default).
Correctly displays in IE8 in “IE8 standards mode”
I changed nothing on my blog to cause this; WordPress.com changed something. Therefore I can’t fix it because it’s not the result of something I did.

Having trouble with our blog as well (free-procurement.com) in IE, but not FF.
Right-side menu (using links in Widgets) is pushed down to the bottom-left of the blog.
Also, “share” buttons not displaying (but links still there).
Also, when logged into system, the links in the top black bar (e.g. to manage blog, check status, logout, etc.) are all over the place (i.e. not lined up where they’re supposed to be).
I’ve deleted temp internet files, history, etc. and problem persists. This is definitely an issue with the WordPress platform and/or Garland theme.

Yep, definitely seems to be a Garland theme problem since I have the exact same problems with my Garland theme blogs, even the ones I haven’t touched in weeks..
