No, subscriptions on WordPress.com are opt-in only. This means people who have subscribed to receive email updates for fillmyfacecentral.wordpress.com have already agreed to receive them.
I’ve now removed that option from my blog page.
While you have removed the Follow Blog Widget, visitors can still subscribe via email using the action bar. So removing the widget doesn’t mean people can’t subscribe at all — they just can’t subscribe using that particular widget.

@fillmyfacecentral you’re welcome to leave it off or add it back as you’d like. Our documents talk about what we’ve done to make our tools compliant, so you’ll just want to be sure you’re also taking care to follow the rest of GDPR.

You’re welcome! And really there’s no reason to be alarmed if you don’t store or use any personal information from your site’s visitors.
