In general, to report any WordPress.com site, you’ll use this form:

It pertains to matters of GDPR on a wordpress website, as they do not have any means of contacting them directly.

The site owners are responsible for the site being GDPR compliant so, if it’s about their privacy policy, I’m afraid we won’t be able to help with that.

There isn’t really a process for that, apart from reporting sites I mentioned above.

WordPress.com (here) hosts sites using a modified version of the wordpress software.
The wordpress software is free and used by millions of sites hosted at thousands of different places. That site isn’t hosted on WordPress.com servers. -

Yeah, as @supernovia mentioned, at this point contacting their host at http://sucuri.net/ would be the best bet. The site is not hosted on WordPress.com, but is rather a self-hosted WordPress.org site.

Thanks again for the reply. But I’ve contacted them and they’ve told me it’s nothing to do with them:

Of course they aren’t the owners, they are the hosting company. But as a hosting company they know who is the owner and they know how to contact the owner.

Well, if the site host was not able to give you any suggestion, I’m afraid it’s, as they said, a dead end.
As my colleagues explained before, WordPress.com has nothing to do with this site so, unfortunately, we can’t help you here.

And just to add: It seems Sucuri is a proxy so the actual host of the site is hidden. You never said what the issue was with the site in question but Sucuri do have this page: https://abuse.sucuri.net/

It’s an issue relating to content that has to be removed due to legal reasons. But there’s no actual contact in the website. So, is the only suggestion here to follow that abuse link and see what they do?

I’m not sure where you are getting your information about hosts etc, but the company in question just emailed me the following:
