GDPR, Cookies, and WordPress.com’s Jetpack stats

Wordpress.com has added the cookie widget for us to use in order to be GDPR compliant:

But from the reading I’ve been doing all over the Web today (ugh), sites aren’t supposed to use any cookies at all until the user has given consent. Is that correct? This widget seems to be more of an informative measure that tells the user that information is already being collected, and how the user can stop ongoing collection by configuring their browser.
Is that compliant with GDPR?
We’re using Jetpack’s stats. Are those stats considered ‘OK’ under GDPR as long as this notice is showing? We’re not trying to collect profiles on users, nor personalize ads. We just want to know about how our site is being used.

When a new user comes to your site, when you have the cookie widget installed in a widget area, they will be presented with a cookie explanation and a consent button they need to click.
