general wordpress.com questions

Hello and thank you in advance for your help,
We are thinking of moving our traditional website to WordPress.com and I have a couple of general questions.
One of the reasons we are looking to move to wordpress.com is so people with no html and web hosting experience can update content. Is it safe to assume, that once the design has been set and pages created, content updating on a Toolbox theme is as easy as it is in the other themes?
My second question, and I suspect you can’t really answer this, what can’t wordpress.com do? Other than modify PHP and some limits on Javascript I wasn’t able to find much about this. Is flash ok? Java? Can you upload any type of files (exe for example)? Is there a limit on file size (I see you can purchase additional storage space but is there a limit on the size of the files themselves)? Have you wanted to do something on WordPress that you just were not able to do?

Because we are in a shared environment on WordPress.com, there are code limitations here (as well as limitations imposed by the ToS on advertising, etc.). Some of the code limitations have workarounds developed by some creative bloggers over the years, but we’d need to know specifics. http://en.support.wordpress.com/code/ and http://en.support.wordpress.com/accepted-filetypes/ and http://en.support.wordpress.com/advertising/ will answer most of your questions.
Using WordPress.com still requires some understanding of how things work. Luckily, there is an entire official website to help new WordPress.com users get started http://learn.wordpress.com/ as well as several long time users websites, http://onecoolsitebloggingtips.com/ and http://wpbtips.wordpress.com/ just for starters.
As far as the theme “Toolbox” theme, http://theme.wordpress.com/themes/toolbox/ if you are modifying the CSS on that theme, it requires the CSS upgrade, which must be renewed annually, otherwise it reverts to the original CSS. There’s no official support for CSS and very few forum volunteers to help you out if things go pear-shaped. http://en.support.wordpress.com/custom-css/
