Get back deleted blog address

I deleted my blog vietchomainai.wordpress.com two months ago, but now I want to get that blog address back, so I can start a new blog under that same name. But it keeps saying that site already exists (while it no longer)!
The blog I need help with is: (visible only to logged in users)

This is a similar problem to mine – why can’t I register a new blog with an address that somebody else no longer wants?!
When I try to register I get message URL in use, but when I go to the URL I get: “URL is no longer available. The authors have deleted this site.”

If the address has been deleted, it’s gone. Nothing to be done. If someone already has that address you can try to contact them if they have a contact form or comments enabled on the blog and ask them if they’re willing to transfer it to you, but WordPress will not give you their contact details, nor change the ownership themselves, no matter how long that blog has been inactive.
If you’re really dead-set on using a specific address then you can always purchase a custom domain: http://en.support.wordpress.com/domains/
