  Hi, Bit confused can’t I just buy domain from wordpress without any annual plans for $12 alone?

  While you can purchase a domain without a plan as @staartmees indicated, to have your domain be your primary domain, you need a paid plan. Otherwise, your domain will redirect to your free *.wordpress.com URL.
