Do you have such unique and engaging content that your blog attracts 1,000 – 1,500 page views every day? If you do one of the WordAds advertisers might accept placing ads on your blog.
Quoting macmanx (WordAds Staff):
WordAds is currently the only advertising program at WordPress.com:
http://wordads.co/Advertising outside of WordAds at WordPress.com is not allowed. For full details, please see:
http://support.wordpress.com/advertising/
http://wordpress.com/types-of-blogs/Regarding your WordAds application, our advertising partners do have a minimum traffic threshold. Looking at your page views, it’s not possible to earn meaningful earnings given your traffic levels. A site generally needs thousands of page views each month to earn meaningful earnings. As your traffic grows we will continue to apply to get ads activated.
For now, I recommend reading this guide: http://en.support.wordpress.com/getting-more-views-and-traffic/
I want to strongly emphasize sharing your blog with your friends and family. If they like it, they’ll share it with their friends, and so on.
Please note that you can always contact the WordAds team directly via http://wordads.co/contact/
If you require other advertising, you might be interested in a self-hosted (WordPress.org) installation. There are no restrictions on advertising if you setup a self-hosted WordPress.org blog instead of a WordPress.com blog, but there are some added responsibilities. Please see this link to learn about the differences:

You can sell only products you personally create or services that you personally provide. Only Blogs with the Business Bundle upgrade can equip their blogs for ecommerce.

https://en.forums.wordpress.com/topic/ecommerce-is-now-available-on-wordpresscom?replies=1If you do not have that upgrade you can post a PayPal button http://en.support.wordpress.com/paypal/
If you have a shopping cart set up for your own products or services elsewhere online you can create a custom menu and include a custom link to it in the menu.

http://en.support.wordpress.com/menus/#adding-custom-linksWordPress.com allows bloggers to insert text affiliate links within post and page content to most third-party affiliate programs, provided they are not the primary content of the site in question.
Image affiliate links in posts and pages and any banners, affiliate links in sidebar or footer widget areas, are still considered to be advertising and are not allowed on WordPress.com blogs. http://en.support.wordpress.com/affiliate-links/ closely.

Just to clarify, that’s a bit high. We can’t release the exact number, but you don’t need that much to qualify. :)
Also, since you haven’t applied yet (double-check that snippet, timethief), I’ll say this:
We do have an advertising program called WordAds, which you can read more about here:
