Get someone elses domain

Hey, I started my wordpress blog like about 2 years ago but I couldn’t use the domain that I wanted because someone else was using it so I used another one. But now that I looked for this guy with the .wordpress domain that I wanted he hasn’t posted a thing since September 2006. I want to know if there’s a way that I could get that .wordpress domain.
The blog I need help with is: (visible only to logged in users)

Contact the blog owner and convince them to transfer it to you.
You are on your own for that – WordPress.COM will not give you contact info – privacy reasons – no requirement for a blog to be used – a blog will not be taken away from someone else for you

There is no expiration date on blogs unused, reserved or otherwise.
