Getting a dot com wordpress

  I have been trying to get a dot com wordpress but I don’t know where to upgrade my wordpress blog, I don’t need the example.wordpress.com, I need example.com for my blog and another thing is how can I upload a plugin into my wordpress blog, I have been trying to find the button where to upload but I can find it, can anyone please help me out?
