Getting a page to show up on our website.

I created a page and it is showing in the pages section; however, it is not populating to our website.

A PAGE, unlike a POST, will not appear on the site automatically after publishing it.
You have to specifically add it to your navigation menu, or link to it elsewhere yourself, before it can be seen and selected on the site.

Hi there, do you know what your user role is on that site? https://wordpress.com/support/user-roles/ If you are not an Admin, you may not have the needed permissions to access Appearance.
You can check your user role, by going to your global dashboard https://dashboard.wordpress.com/wp-admin/index.php?page=my-blogs and looking at the Role column.

My role is editor.
In that case you’ll need to contact someone who has the role of an administrator to do this. Only admins have the “Appearance” tab to be able to change the appearance of the website, which includes adding and removing pages from the navigation menu.

I am trying to add something under the parent page, only an administrator is allowed to add information under the parent page?

Hello again, As an Editor, you have sufficient permissions to create a new page, but as @georgeappiah mentioned, to modify a site menu requires being an Administrator. It doesn’t matter if it is a parent page or child page.
