Hi,
See the Account Recovery support page. If you have access to the account email address, then you may easily change the account password. WordPress.com doesn’t provide phone support.

Let me amend my last post. I believe that only the blog owner, and possibly other administrators (I’m not sure), are allowed to change the password. If the site owner is the only administrator, and the same is unavailable, then I’m not sure how or if access to the site may be legally gained without their assistance.
I’ll tag the topic for staff attention.

Hi there,
That site has only one user, mccartysalon, so in order to manage that site you’ll need to gain access to that account. The account recovery form @musicdoc1 linked to above is the only way to do that – we cannot hand over ownership of an account under any circumstances unless you’re able to provide information that verifies you as the owner of the account or the upgrades it contains.
