If you are talking about a wordpress.com website, you can’t upload videos unless you upgrade to the Premium Plan or higher.
The only way to embed a Vimeo video is by using the Vimeo Block, https://wordpress.com/support/videos/vimeo/#embed-using-the-block-editor -
Than you for your suggestion.
I’m getting that error for some videos.. And yes we have premium Vimeo subscription.
If we embed video from my personal account which is free then it doesn’t shows an error. But if I do it from Premium then only its shows this error message. This is the video link

The premium Vimeo subscription has nothing to do with the premium Plan of wordpress.com.
I think the problem is due to some security or privacy settings of that Vimeo video; I can’t embed it neither. -

Great idea @staartmees to take a look at the privacy settings on Vimeo!
I found that Vimeo Premium, Business, PRO, and Plus members can disable embedding altogether in the privacy settings of their videos. So that it’s no issue on their free account, but is an issue on their Premium account points more toward it being a privacy settings issue on Vimeo.
@opendestinations25 – Let us know what you find after adjusting the video’s privacy settings. Here’s a Vimeo privacy settings guide that might help: https://vimeo.zendesk.com/hc/en-us/articles/224817847-Privacy-settings-overview
