getting ‘auth’ scope API token instead of ‘global’

I am trying to get an API token as descriped here – https://developer.wordpress.com/docs/oauth2/#7-making-an-api-call.
An oauth step, I am explicitly specifing ‘global’ scope for my app. After using the code to get a final token, the token’s scope is set to ‘auth’ for some reason.
My plan is free.
How can I get a token with ‘global’ scope?
