Getting double apostrophe whenever I use a single one

  I have have checked the forum and google and haven’t found anything that will help me yet. I want to use an apostrophe in my title for my blog but every time I use a single apostrophe it automatically changes to a double.(ex. “tim’s blog” is changed to “tim”s blog”) Is this a problem with wordpress or is it a problem with mysql? Please help!
