  Sadly, only sites with the Business Plan can upload custom plugins. These are additional extensions to your website which can enhance experience, varying from offering the ability to sell things to custom revisions, plugins can accomplish a lot of additional things not included by default on WordPress.com. However, all sites do get access to some plugins automatically.

  There are also some incompatible plugins to be aware of which cannot be used on WordPress.com entirely. Those are listed here: https://en.support.wordpress.com/incompatible-plugins/
