All WordPress.com blogs have RSS Feeds for posts, comments, categories and tags and they cannot be removed. If what you are referring to is removing the RSS feed icon from the motion theme see here > https://en.forums.wordpress.com/topic/how-do-i-remove-or-change-the-rss-message?replies=5#post-629111

Do you know how to get rid of the RSS page on the navigation bar? or possibly make use of it. It just goes to a page with loads of coding…

Clicking the icon leads to this page as would be expected and as you have yet to publish a post there is has no content in the feed > http://craigtechblog.wordpress.com/feed/

The RSS link, front page and browse links are set in the underlying theme files and there is no way to edit that section.
It can be removed using CSS, but you would have to purchase the Custom Design upgrade.

You are welcome, but do note that this just hides the link. The RSS feed still exists and anyone familiar with RSS feeds will easily be able to find the URL.

What TSP said is important. Hiding the RSS link will not mean that others cannot locate it and subscribe to it. See here for a complete explanation > http://onecoolsitebloggingtips.com/2011/07/21/dealing-with-annoying-subscribers/
