  Is it possible to gifting a Premium Account to a user with a free account(and not from a renewal)?

  I can definitely help you to do this. Can you let me know the username and blog address of the account you would like to gift a Premium bundle to? I will create a manual payment request for the upgrade and add it to their account once you complete the payment.
