Gifting Premium Subscription

I’d like to gift my girlfriend with a premium WordPress account for Valentine’s Day
1. How can I do this?
2. If the domain is available to purchase on other sites, does this mean it’s available to WordPress (This is free when upgrading to premium, yes?)Here is her blog details: https://breakingshoes.wordpress.com/

This looks like it’s only for domain renewals. I’m trying to upgrade an account from free to premium. Looks like in previous cases, someone from the support team had to step in.

Staff work their way through threads tagged for them in datestamp order and address the earliest dated threads first, as would be expected. They usually have a backlog and you will have to be patient while waiting.
