  WordPress.com users have the option of using any one of the 250+ themes available in our Dashboard> Appearance or in the Theme Showcase (see the Themes link above). We cannot upload third-party themes.

  The Custom Design Upgrade http://en.support.wordpress.com/custom-design/ will allow you to change any theme’s CSS and only the CSS. (We do not have access to a theme’s PHP or HTML.)
