  I would like to know if I can do giveways on a free hosted wordpress blog

  For clarity are you asking about giving away items that you yourself create or services that you personally provide?

  Or are you asking about giving away promotional items and/or services that companies provide to drive traffic back to their sites?

  Generally speaking, WordPress.com supports those who publish original content and may who offer their own items and services for sale, and does not support blogs that are full of content that can be found elsewhere online that is designed to drive traffic to other sites.

  Yes, you can. People do that all the time. You can even use an affiliate link to the product on Amazon.
