Global tags languages and blog tags

  Hello, I find my posts are found under the global tags not because I have too many tags for my posts, but due to the language which I have specify my blog is mainly written in. Therefore, even although I have included some English tags, my posts will never appear under any http://en.wordpress.com/tag/ ! Since my blog is mainly about travel and photography, and I think photos are should not be limited to any languages, so I would like to ask you to review this global tags settings.

  Besides, I think it will be quite convenient if there is something called blog tags, which tell what a blog is mainly about – then I don’t need to add certain tags to all the posts in my blog.
