Global v. local tags?

Is there any setting to default to “local” tags instead of global?
Ideally, what I’d like to do is when a user clicks on a tag – ie; “powerpoint” – it searches my blog instead of all WordPress blogs that have used that tag. I know that users can click on my tag cloud widget, which I have, but being able to click the tags in the post info would be a little bit more intuitive. If it makes a difference, I have purchased the CSS upgrade.

That is how your readers find what you are writing about.
The global tags allow people who have never heard of you to find your blog.
