Hi people.I am about two months old on the site and I want to find out the best option on going premium.I saw two options.the one that is priced $99& the other one(can’t remember how much).
I also want someone to put me through on the advert placements on my blog(a free blog) and an upgraded blog.

Hi there. There are two upgrade plans: Premium and Business. Premium gives you a custom domain, extra storage space, the ability to customise your theme by editing the CSS, the ability to upload videos to your media library and it will prevent ads from displaying for your readers. This upgrade is $99 a year.
The Business upgrade is $299 a year and gives you everything in Premium, along with the use of any premium theme, Google Analytics and one of three shopping cart plugins. The Business plan is really only worth it if you need the latter.

Neither upgrade will allow you to place advertising on your site. NO site on WordPress.com, free or upgraded can place advertising and doing so will get your site suspended. The only exception is, if you have your own domain, you can APPLY for the WordAds program. However, they don’t accept everyone who applies and your traffic must be above a certain threshold before they will even consider you: https://en.support.wordpress.com/advertising/
