You are on WordPress.com. It’s a specialized version of the software, not connected to the numbered versions at WordPress.org. As for Getresponse, what is it? What difficulty are you having linking to it?

Unless or until you provide a link to whatever getresponse is we cannot help you. If it’s an email marketing program that relies on JavaScript codes you will not be able to use it on your blog.

There is no upgrade you can purchase that will allow you to use getresponse on a free hosted WordPress.com blog.If you want to install getresponse then a self-hosted WordPress site is your alternative. WordPress.com and WordPress.org are completely separate. http://support.wordpress.com/com-vs-org/
You need to create an XML export file of your content. It will not include the theme as they cannot be exported. See 3 below.
1. Hire a web host http://wordpress.org/hosting/
2. Set up a WordPress.org install and equip it with a theme and plugins.

4. Purchase a site redirect upgrade from wordpress.com

No, it does not. WordPress.com does not work with plugins. You are only adding confusion.
