Goal for new menu system?

For a long time I have seen continuously new menus and menu items with blue background. Why is this done? Some times they seem to replace the menu items with black background. Is it a goal for WordPress.com to replace all black menus with the blue menus?

No, but the menus for administration of the blog. Earlier we entered the control panel more directly after login. Now we have to pass through some blue colored menus first (blue or light blue background). Control panel (with items like Store, blogs, media, links, pages, comments, feedback, appearance, users, tools, etc.) is still black.
As an example:
From Control panel we may choose to edit a blog post. Then we still have a black menu at the left hand side.Alternatively we may choose to preview a blogpost and from that page choose “Edit” (the link near author name and date). Then we enter a new page with light blue background. There are no black menu at the left hand side. In the lower right part we see the text: “You’re using the new editor. Switch to classic mode“. The two last words are a link. If clicked, we get back to the previous editor.

Staff have been developing a new in house editor for over a year now. The aim is to make us blogger like it as much as we like the classic editor. Hopefully they are not holding their breath on that.

Yes, but not only this editor (it was only an example), but all new functionality with blue and light blue menus/backgrounds. Earlier this functionality was only connected to black menus. It seems I am bad to explain.
Let me take an other example:
One place the top menu line is blue with the WordPress Logo, followed by the texts “Read”, “My sites”, “Statistics” and on the same line at the right hand side, symbols – a pencil with a plus sign, a talking bubble, and person icon. (The texts in english may be a little different because I use a translated menus, not the english ones.)Under this menu line, the background is light blue with the text “My account”, and below this: “Account Options”, “User name”, “Email address”, “Net address”,”Interface Language” etc.
These options we find on other places, but connected to black menus. Therefore I wonder if options and functionality connected to black menus will replaced by time by those connected to blue menus. If so, why is this done?

Yes, eventually everything at [your-blog].wordpress.com/wp-admin/ will be available via a new interface at https://wordpress.com/
It will take some time to get it perfect, which is why both are available. :)
