If I was to go premium, and pay the $99.00 Will I be able to change my background to look like this site?

You don’t need to have a premium account for that. That upgrade does not include premium themes. There are many themes that have custom backgrounds here. Here is a link to free themes with custom backgrounds http://en.wordpress.com/themes/filter/staff-picks+custom-background/type/free/

I made a fast post and it posted it. but still loss my banner and navigation. but if i go back to my old theme. it’s ok.

There is no custom header image ie. banner on the Confit theme so none can be displayed. You can set up your navigation if what you mean is a cutom menu at > Appearance > Menu
You can quickly and easily change themes to another one found here http://wordpress.com/themes/ and no data will be lost or negatively affected by the change. The only time you may have to do some work is if you are changing to a dramatically different theme and have done any CSS editing.
Provided you are logged in as Admin under the same username account that registered the blog go to Dashboard > Appearance > Themes and browse themes until you find one you like and click “activate” or type in the name of the theme you want to use and
click the “activate” link when it appears.After you change your theme all you need to do is go here Dashboard > Appearance > Widgets > Inactive Widgets and re-install them where you want them to appear. The widget contents and settings will be the same as they were prior to changing themes.

No not really. Some themes have custom header images. Some have custom background images. Some have both. There are feature filter for themes and if you click the … More link at the top of this page you can use them to narrow your selection http://en.wordpress.com/themes/
