I’ve tried to add Google Ads to either the posts, or to the links in my Blogroll. However, the links for the Blogroll only allow for text.
How can I add Google Ads to site? Is there a widget I can import?

You cannot run Google Adsense on your blog. WordPress.com reserves the right to run Adsense on our blogs and thus you cannot have your own install on your blog. If Adsense is essential for you, you will need to move your blog off WordPress.com and host it independently, although you can still use WordPress software available for free from WordPress.org.

Use export to export the contents (text and blogroll) then use import at your new platform.

They’ve been saying they’re looking at it in the future, but they’ve been saying that for at least six months. I would not hold my breath.
Currently, I believe that if you have the VIP upgrade you can run Adsense on your own. I cannot possibly imagine any Adsense on any WP.com blog other than maybe cheezburger making enough to cover the cost of that upgrade.
