  Do you have the WP Business Plan? It’s required for using Google Analytics.

  Google Analytics is a free service offered by Google. Support for Google Analytics on WordPress.com is part of the WordPress.com Business plan, that includes everything else you need to build a great website.

  If so, you simply need to do the following:

  To get started, sign up for Google Analytics and create a new “property” to collect data for — this will be your WordPress.com site. Enter your primary domain in the Website URL field. A Tracking ID will be issued, looking something like UA–123456–12.

  Back on WordPress.com, navigate to the My Sites screen and choose a site with WordPress.com Business. Go to Settings → Analytics and enter the Tracking ID issued earlier by Google Analytics.

You either purchase the Business upgrade http://store.wordpress.com/plans/business/ for $299 US per year or you don’t have access to Google Analytics.
