I am considering upgrading to the Premium plan, but I have a couple of questions. If I put the Google Analytics coding on each of my pages, can I track Google Analytics this way?
Also, is there a SEO plugin with Premium? Yoast?

You cannot upload and run the Yoast SEO plugin or any other blogger installed plugins on a site hosted by wordpress.COM. For that type of functionality you’d need a self-hosted WordPress.ORG software install running on a paid web hosting service.

You appear to be confusing wordpress.COM hosted blogs and wordpress.ORG installs on paid hosting. WordPress.com blogs have built-in plugins only. Read https://en.support.wordpress.com/plugins/
Blogger installed plugin capability does not exist on WordPress.COM blogs and there is no upgrade you can purchase here that changes that reality.
