Google PR and domain mapping

I want to open a new blog and map it under a domain that has PR 5. Will the PR stay that high? will it go up if the blog is good?

We can’t make any guarantees about that sort of thing because that is controlled by Google, not us.
If the content and/or URL structure of your new blog are substantially different to whatever is indexed at the old site, I would expect your position in search engines to change accordingly.
WordPress.com blogs are well indexed by all of the major search engines, and automatically include search engine optimizations such as XML site maps, backlinks from tag pages, appropriate page titles and so on.
General consensus amongst SEO experts seems to be that PR is pretty meaningless these days.
