I need to add this to my site IF I am going to pay for anything. However, thus far the ‘Settings’ tab does NOT show the ‘Headers and Footers’ tab that your own videos say it should.

What exactly are you trying to achieve and what video do you have in mind?
If you’re looking to verify your site with Google, you will want to follow these steps:https://wordpress.com/support/webmaster-tools/
If what you want is to connect Google Analytics, you’d need at least plan Premium for that:

About the video you mentioned, bear in mind that WordPress.com is not the same as WordPress.org. They are two different entities.
We, WordPress.com are a cloud-based platform where we manage WordPress sites whereas WordPress.org is a stand-alone software that you can download and self-host with any other hosting.
