Google translate button in Twenty Ten template

How do I insert google translate button? I can’t seem to reach the header.php area/file to insert meta code before /head as suggested at http://writenowdesign.com/blog/wordpress/wordpress-how-to/add-google-translate-to-joomla-or-wordpress/

That is for WordPress>ORG installs. We cannot use it on free hosted WordPress.COM blogs. Also note we can’t use Microsoft or Google translation widgets or any others, as they are JavaScript and it’s stripped out to preserve security on this multiuser blogging platform. http://en.support.wordpress.com/code/
