  I would love to be able to use a Google Voice plugin on my wordpress.com account. I can’t download it because there is no plugin tab?

  The blog I need help with is: (visible only to logged in users)

  You are correct. There are no plugin tabs on free hosted WordPress.com blogs as there is no FTP access to free hosted WordPress.com blogs and we bloggers cannot install any plugins.
