Google Website Translator plugin on the blog

Hi! Please. I know it is possible to translate the blog in different languages by Google Translator. I understood the procedure but I do not know where to write the “meta tag” or the “snippet ” in my blog to activate the Google Website Translator plugin on the pages. Can anyone help me please? Thank you.

Google translation widgets are JavaScript and it’s stripped out to preserve security on this mutiuser blogging platform. http://en.support.wordpress.com/code/ There is no FTP access http://en.support.wordpress.com/ftp-access/ and we cannot install plugins http://en.support.wordpress.com/plugins/ because this is a multiuser blogging platform ie. our blogs are not free standing and there are security issues that would arise if that access were allowed. Also, you can add a menu button (or a image with link) for google translate.
Use this link:

I added a widget image (from my admin) inserting the link you specified + my domain name, but nothing has happened.
How do you add the flags too ?
Any step by step instructions would be useful !

PS I used “free translation.com” as above but my friends didn’t seem to like it. I added this link into a text widget. It worked.
