  timethief is right. If you want custom design changes on wordpress.com, you need to purchase an upgrade. If you don’t want to do that, you’ll need to go the wordpress.org route and host your own website (and pay for the domain, web space, bandwidth etc – If I were you, I’d just pay the upgrade fee :) )

  As our volunteers stated, please purchase the Custom Design upgrade to make these changes. With that upgrade you will be able to edit CSS, and add custom colors/fonts.
