I have a WordPress account through Bluehost and want to create a Gravatar for my blog. However, to create a Gravatar account means to create a WordPress account and transfer the blog to WP, which I don’t want to do. I simply want to create the Gravatar account. I previously had a WP account (now closed) so it won’t allow me to use that my email address to create a new account.

You don’t at all need to transfer your site here. You can’t use the same email from a closed account yet, but that’s OK.
To make a Gravatar for your self hosted blog, you need to have the email on your site’s admin profile either as the login for your WordPress.com account or as an additional email in Gravatar.
Take a look at the email you use on your site. I think Bluehost makes an email for you as part of the sign up process.
You can use the same email on your WordPress.com account here: https://wordpress.com/me/account
If you don’t want to change your WordPress.com email or can’t change it, try this: Go to gravatar.com and click the WordPress.com Sign in button. Once signed in, click Add email address. Proceed to add the email, then check for the confirmation. Once the email is added to your account and confirmed, you can assign a Gravatar image to it.
