Gravatar Mass Account Creation
-
Is it possible for an organization that uses WordPress to host an intranet portal to create/manage several Gravatar profiles to get staff pictures to show on WordPress?

Every WordPress.COM username account is also a Gravatar account and is associated with a single email address. Only one gravatar will be provided for each username account.
We cannot create accounts for others. http://en.gravatar.com/support/

As I said above you cannot register accounts for others and issue passwords for them on a WordPress.com hosted site. For that you need a WordPress.ORG install on paid hosting instead. http://move.wordpress.com
Perhaps this will work for you here at WordPress.COM: Build a Membership website: https://en.support.wordpress.com/tutorials/build-a-membership-website-tutorial/
If you wish to make some people official users of your WordPress.COM site with limited user roles read on knowing what I post below applies only to sites hosted by WordPress.COM.
If you wish to add official users see these support docs:

The challenged I’m faced with is the lack of aesthetics in the platform by constraining this image to only come from the Gravatar platform, because we implemented Active Directory sync for our site so that the User accounts are only those with active accounts on our domain.
It would appear based on your input that the only workaround is to integrate the Gravatar account creation process in our internal procedures and have the staff individually set it up with their staff photo.
Thank you for your input, understood.
