Grey admin bar missing from some pages

  The grey admin bar is my usual way to go to dashboard, but if I’m in settings, stats, or freshly pressed, I have to so somewhere else first to get to dashboard?

  What is the rationale for this?

  The blog I need help with is: (visible only to logged in users)
