  Here’s an updated, more complete version of step 1b. Assigning the Front Page Template to the static front page:
  See the Template section of the Page Options support page, which says:

  Some themes have additional templates that you can use to create pages with additional features or custom layouts. You can see if your current theme has any additional templates by checking the Template section of the Page Options module.

  Evidently the “Page Options” module has been renamed as “Page Attributes.” It is found in the left sidebar of a page editor. Instructions:

  i. In a page editor, on a theme with optional page templates, click Page Attributes to open the Page Attributes module.
  ii. Under Page Template select a page template from the drop-down menu.
  iii. Click the Update button to save the change.

  These last instructions are generic. For this specific case, instead of “select a page template,” I should have said “select the Front Page Template.”
