There is no “we” when it comes to blog ownership so be clear on that please. Companies, organizations or groups of any kind do not own blogs. Every WordPress.COM blog has a sole owner and it is the person with the WordPress.COM username account who registered the blog under that username account and their associated email address, which is the unique identifier.

You have to be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog, to access the blog’s dashboard and add users or change user roles.
