There’s several ways to use eCommerce here on WordPress.com. On a free or personal plan there’s a basic PayPal button option:

With the premium plan you can use the Simple Payments option. This is a step above using a basic PayPal button but not as intense as a full on eCommerce set up.

Setting up a full eCommerce store would warrant a business plan subscription with us. Then you can install an eCommerce plugin, like WooCommerce, to your site.

The requirement for a GST number would likely be independent from WordPress.com or WooCommerce. The software will give you the availability to enter the various tax rates of your choosing for your region but you will have to do the necessary research in determining whether the specific taxes are necessary to charge based on the service/product you are providing, your expected annual income from sales, and various other factors.
I would strongly suggest contacting your regions government service agency or a local tax service and sorting out the details with them before proceeding too much further with sales.
